Rip really wasn't about being on-time when it came to the leader meetings. He liked arriving a little late to intimidate the other boroughs a little, but not for this meeting. He arrived on time, and by on time... it was the same time as Spot Conlon walked toward the room Medda had kindly provided for their meetings. His lips curled a bit, seeing the Brooklyn leader. No matter... that was personal business. Right now, the leaders would be focused on borders.
However, Rip wasn't so sure about that as he noticed an unfamiliar newsie beside Spot. He narrowed his eyes as he entered behind Spot and took his own seat. There seemed to be other business to discuss beside just borders, and he didn't think he was going to like this.

Headmaster stepped into the room a bit anxious. He had been the Hoboken leader, for just over 9 months now, and this was his first official borough meeting. Marquis would have handeled this so much better. he thought as he sat down quietly. Headmaster would just have to do his best for Hoboken.

Spot wasn't too thrilled to see Rip following behind him and Bridges, but at least the Queens leader wasn't coming in late. As he and Bridges took their seats, he gave a polite nod to the other leaders that had already arrived. The new Hoboken leader had arrived shortly before him. He was pretty sure he spotted the Long Island and Harlem leaders outside in the hall as well.

Rebel made his way into the meeting room as he saw Spot Conlon enter. The girl, Crackerjack, had been too wary of him. He had to find his own way to the meeting. He was lucky enough to have seen the short Brooklyn leader. Now, it was time to inspect what the other leaders were like before taking a seat.
The tallest of the leaders had a sharp look in his eye that made quite an impression on Rebel. He wasn't sure who he was, but the tall leader was definitely someone to keep an eye on.

Bridges scans the room silently, eyes lingering on each borough leader. His eyes narrow slightly at Rip, before jots down a few notes, frowning slightly. He taps his pencil on his chin absentmindedly, searching the younger leaders' faces for signs of their personality.

Rip's face displayed no emotion as he waited for Jack to start the meeting. While he might seem uninterested, he was actually eyeing those around him. He was doing his best to gauge the feelings of the other leaders. Most of them seemed eager for the meeting to begin. Spot seemed a bit antsy. He wondered if it had to do with the young man that was with him. His eyes narrowed slightly. What was Spot up to? This didn't seem to have to do with just the borders.

Crackerjack entered the meeting room cautiously, still feeling a bit on edge with her encounter with the leader of Long Island. She took a seat beside her fellow female leader Sand. At least there was some familiar faces at this meeting. The new leaders made her feel on edge. It was bad enough with Rip in the room... And how strange that he wasn't late!

Bridges looks up, eyebrow raised. "A few of dem, actually." He taps his pencil on his chin. "There was the Lockwood Murder, Roosevelt travellin' to the mountains, he always gets a good number of potential buyers..."

Spot cleared his throat and gave both Headmaster and Bridges a stern look. "We're not hear ta discuss headlines." He nodded at Jack. "Jack an' I have asked that you all come here because of the problems we all have been havin' with borders lately." He glanced at Rips. "It's about time that we got ta changing the borders around and made 'em fair for all of us."
He gave a slight nod in the direction of Headmaster, Otter, and Biscuit. "Jersey and Staten don't need ta worry about the boroughs as much, but we wanted ta make sure everyone has their say in all dis."

Bridges flinches a little bit. Not a lot, but his shoulders clearly tense. "Sorry." He wasn't foreign to Spot reprimanding him; in fact, it's happened a lot, especially when he was first learning how to be a leader, but in front of the assembly of different leaders is a completely different story.
"Jack an' I have asked that you all come here because of the problems we all have been havin' with borders lately. It's about time that we got ta changing the borders around and made 'em fair for all of us."
He nods, flipping his notebook to a new page and gets his pencil ready. His eyes follow Spot's gaze to Rip for a quick moment before snapping back to his paper.
"Jersey and Staten don't need ta worry about the boroughs as much, but we wanted ta make sure everyone has their say in all dis."
Bridges nods again. Makes sense. It's important for everyone to have a say, especially if those people are leaders.

Rebel watched Spot with interest as the Brooklyn leader introduced what the meeting was about. It seemed that most of the leaders had been familiar with the topic, but it was good to have it out in the open. The borders had been a problem, making selling hard and also starting too many fights. Rebel didn't mind a tussle every now and then, but this was getting ridiculous.
Making the borders would help everyone. But would everyone agree was the question. He could sense tension amongst some of the leaders. Especially Spot and the tall leader. He was connecting the dots from the information he had gleaned from his birds and the previous leader of Long Island. The tall leader must be Queens' leader. Someone he should keep an eye on. Brooklyn was Long Island's closest neighbor, but Queens wasn't too far off. It came to choosing sides... well, he'd address that later. For now, he was just testing the waters.
"I suggest we start with the boroughs that are having the most trouble with the borders," he offered. "There's been a lot of chatter about tensions in Queens."
He glanced over at Rip and Spot, watching their reactions closely.

Rip frowned slightly. Jack was the one that informed him about the meeting being about the borders, but he hadn't been told it was part of Spot's idea. He should have seen it coming he supposed. No matter, he would make sure that Brooklyn didn't have an advantage with the new borders.
"I suggest we start with the boroughs that are having the most trouble with the borders. There's been a lot of chatter about tensions in Queens."
He was slightly surprised to hear someone pressing for help for Queens. He took a closer look at the young man who had spoken. While he stayed out of most borough business, he was familiar with most of the leaders. He didn't recognize him at first, but after taking a double-take, he recognized him as the leader of Long Island. It might be worth a shot and getting to know this newer leader. It could be advantageous for Queens. He had to be careful though. The new guy seemed to be crafty, but he liked that.

Headmaster nodded at Rebel's statement before speaking up. "Brooklyn and Queens, should shield their newsies from whatever plays between them. it is a shame we can't just pick one of them up and switch it with Hattan or something."
"anyways, maybe Bronx could give a little to Harlem, and Queens could give something to long island?" why did that sound like a question? he meant it as a statement.

Spot raised an eyebrow at the Long Island leader. He still wasn't sure how he liked the guy, but he had kind of promised Jack that he would be civil towards the guy. And well, the guy had a good point. It would be best to get the harder problems out of the way. Queens was a concern for Long Island too, not just Brooklyn.
"That look won't work on me, Conlon."
He narrowed his eyes at Headmaster, but held his tongue. As much as he would like to lash out at the Hoboken leader, now was certainly not the time. There was enough tension in room as it was. Brooklyn did not need to get into a fight with one of the Jersey boroughs.
"Anyways, maybe Bronx could give a little to Harlem, and Queens could give something to Long Island?"
He scowled. "Look, Headmaster. We asked you here in case some of the boroughs might shift towards Jersey. But until then, keep ta yourself about New York's matters."

Crackerjack sighed as the boys talked and argued a bit. They really weren't making the tension much better. She glanced over at Sand, wondering what her thoughts were, but she seemed concentrated on what Spot and the others were saying.

"Look, Headmaster. We asked you here in case some of the boroughs might shift towards Jersey. But until then, keep ta yourself about New York's matters."
It looked like she would have to speak up to see if things would get done.
"Look, we have several maps here on this table, right?" She glanced at the others. "There's some pencils here too. We could all just draw our own borders first and then compare an' see what lines will work best instead of jus' bickerin'."
Really, boys could get so worked up sometimes when it came to being leaders.

"calm yourself down Conlon, i was just making a suggestion."
"Look, we have several maps here on this table, right?" She glanced at the others. "There's some pencils here too. We could all just draw our own borders first and then compare an' see what lines will work best instead of jus' bickerin'." that was the Harlem leader if he remembered correctly.
"good idear Crackerjack," he looked around the room. "who's first?" being diplomatic was something he could do quite well, even if he said so himself.

Rebel rolled his eyes as some of the leaders sees to be getting a bit heated. Instead, he took to Crackerjack's advice and grabbed a pencil and a map. He would begin drawing the borders he would like for Long Island. The borough could really use some more space. Perhaps he could take a little from both Brooklyn and Queens...
Whoever finished drawing out their borders could go first. He would wait a bit. Besides, he wasn't quite done with arranging all the borders. It wouldn't be fair to take from Brooklyn and Queens and not give them something in return. He erased some of his original lines. Perhaps they should bargain a little instead of just changing borders.

Rip snorted softly at this comment. If only Brooklyn would keep to themselves...
"Calm yourself down, Conlon. I was just making a suggestion."
The kid had spunk that was for sure, but even he didn't care for the attitude the Headmaster was giving Spot. After all, Spot was Rip's target.
"Look, we have several maps here on this table, right? There's some pencils here too. We could all just draw our own borders first and then compare an' see what lines will work best instead of jus' bickerin'."
He sat up straight. This was the first reasonable thing said outside of Rebel's comments. He grabbed a map and pencil for himself. It was due time that Queens had better borders.
"Good idear, Crackerjack. Who's first?"
Rip huffed a bit as he pushed his pencil down hard to make thick lines between Brooklyn and Queens. "How about you worry on drawin' your own lines first?"

Bridges nods, grabbing a map, then looking at Spot, making sure he did the right thing.
"Good idear, Crackerjack. Who's first?"
"How about you worry on drawin' your own lines first?"
Bridges raises an eyebrow, but says nothing. Aggravating the Queens leader further would be unwise, and if you can't say somethin' nice, don't say anythin' at all.
